a. Industry background

Medical waste is listed as the "top hazardous waste" by the country, with a total of up to 8 billion bacteria and viruses per gram of medical waste, and growing exponentially. Medical waste also has characteristics such as spatial transmission, acute transmission, latency, volatility, and harmful pollution. Medical waste brings a work environment filled with various bacteria and viruses to medical personnel. Although medical personnel are fully armed, the risk of infection is still very high. The current situation of medical waste treatment is characterized by large volume, turnover with infection sources, disinfection at every stage, difficult management during transportation, and easy flow into illegal markets. Every year, there are many illegal cases of medical waste being illegally utilized. At the same time, the emergency response capacity for medical waste disposal has increased due to the long cycle. In many places, when an epidemic occurs, local cement kilns need to be urgently mobilized for temporary renovation, which is time-consuming and labor-intensive. At present, medical waste is mainly divided into five categories, accounting for about 85% of the most dangerous infectious/damaging (with infection sources). The best solution for disposing of medical waste is to dispose of it in the hospital after antibacterial/inactivation treatment. However, the current situation is that about 1% of medical waste is disposed of in the hospital (mainly in the laboratory), and most of it is disposed of outside the hospital (incineration/burial). The reason is that China currently lacks convenient technical means and policies for in-hospital disposal.

On February 24, 2020, ten national ministries jointly issued a notice requiring the acceleration of filling the gaps in medical waste disposal, encouraging the development of medical waste disposal facilities in hospitals, and improving the level of informatization and reuse.

On April 29, 2020, the country urgently revised the Solid Waste Law, and for the first time, medical waste was included in the "National Hazardous Waste List" for management, defining medical waste as the top hazardous waste! And strict punishment measures have been formulated for medical waste violations.

On May 2, 2020, three ministries and commissions of the country, in conjunction with the new solid waste law, issued the "Implementation Plan for Capacity Building of Medical Waste Centralized Disposal Facilities", which explicitly encourages the development of medical waste disposal facilities within hospitals, and sets a deadline for the completion of hospital medical waste data information management nationwide by June 30, 2022. All regions must enhance their emergency disposal capabilities for medical waste.

On November 27, 2020, the National Hazardous Waste List was revised, which clearly stated that medical waste can be transported and managed as ordinary household waste after meeting the standards for disposal in hospitals.

The disposal of medical waste in foreign hospitals has a development history of more than 20 years, and many well-known brands have emerged. In China, this industry has just begun, and last year, due to the impact of the epidemic, the country continuously introduced policies.

At present, the market size of hospitals alone is nearly 7 billion yuan, and the official statistics of hospitals in China in 2020 were 34104. But there are nearly one million medical waste disposal institutions in total, not including other infection source institutions.
